Methodology & Interpretation
- State values are weighted averages of scored drinking-water service markets within each state. They are not full-population state stress estimates.
- Coverage and confidence vary by state. States with fewer scored markets may have wider confidence bands.
- Methodology upgrades can change comparative rank because saturated factors may be weighted differently. A lower rank after a methodology update is not, by itself, evidence of system improvement.
- The headline composite is a blended structural stress measure. Use the component bars to separate infrastructure-heavy readings from socioeconomic or observability-heavy ones.
- Scores are generated using the current MISI methodology. Version and vintage dates are noted in each score record.
